As the cooperative sector is the only sector which has the capacity to solve the problems at ground level related to unviable individual initiatives due to low investment capacity of individuals and small land holdings in the state of Himachal Pradesh.

On other end, at present, Cooperative sector in the state is Government dominated and exploited by few hands only.Observing the situation, OECEED started its endeavor to reform the sector six year back[while working informally] by interacting at various level .It was the period of in depth study and formulating the strategy to intervene in safe and sustainable manner.
