    01. Title and Place of the Project:

    “Vocational Training for Differently-Abled Youth” (VT-DAY)

    02. Brief general Presentation of the Project:

    The proposed project is mainly focused to bring socio-economic changes among the differently-abled youth in Tiruvannamalai district. The main thrust area of the project is to give adequate training leads to employment generation among the special youth aged between 15 and 35.

    Constant training will be imparted based on the employment opportunity for the differently-abled youth and encourage them to be a potentially skilled and productive human resource. Besides, these youth will be organized to run small business and cooperative business by themselves to uplift the socio-economic status.

    Vocational Training for Differently-Abled Youth (VT-DAY) will serve as the training unit cum counseling centre for the special youth, special children to get adequate training and life-coping skills to live independently. It is estimated to train between 35 and 50 youth every year as potential skilled persons.

    03. Context:

    03.1. Problematic Context:

    The Spastics Society of Tiruvannamalai (SPASTM) is a registered non profit organization working for the betterment of the physically challenged and marginalized community by organizing self help groups and has hands on experience in dealing with micro credit and income generation programme in the past. Since its inception, SPASTM closely works with differently-able person and advocate the concerns of physically challenged. It is also felt on field experience that in common practice; the physically challenged are ignored in terms of education, health and quality of life, which led several of them to opt for begging on the streets particularly the children.

    The problems faced by physically challenged are enormous and it is a violation of fundamental rights and the rights of the disabled. These are;

    o Rights of Physically challenged are ignored largely and they are subject to vulnerability, torture and excluded from the mainstream life pattern in several families.
    o Physically challenged children are forced to take begging for livelihood.
    o Education, employment and properties are denied in general.
    o Physically challenged struggle for their rights in all walks of their life.

    In order to promote equality and to give equal respect to the physically challenged, the Government of India is constantly promoting the Rights of Disability and executes various welfare schemes for the physically challenged. As part of the welfare schemes to physically challenged, the Tiruvannamalai District Collector has awarded subsidized loan of Rs. 2,000,000/- to nearly 250 physically challenged in the district in 2004 for self employment. Almost 70% these loans have been utilized other than the purpose, it is because, and the physically challenged does not have proper training to use the loan for income generation and in several cases the family members enjoyed the benefit. Based on our study, we found that training is essential to uplift the differently-abled person to bring socio-economic changes by themselves.

    03.2. Historic and Cultural Context:

    Vocational Training for Differently-Abled Youth (VT-DAY) will function from a small town called Kadaladi in the tribal belt of Tiruvannamalai District. Tiruvannamalai is one of the most venerated places in Tamil Nadu. In ancient times, the term “Annamalai” meant an inaccessible mountain. The word “Thiru” was prefixed to signify its greatness, and coupled with the two terms, it is called Tiruvannamalai. (www.tiruvannamalai.nic.in)

    Tiruvannamalai District came into existence on 30th September 1989 after the bifurcation of the erstwhile North Arcot District. The Total Geographical Area of the District is 6191 Sq Kms, comprising the Revenue Divisions of Tiruvannamalai and Cheyyar. The district has six taluks viz. Tiruvannamalai, Chengam, Polur, Arni, Cheyyar and Vandavasi. There are 18 Blocks, including one tribal Block, Javvadhu Hills constituting the district under rural sector and four Municipalities viz. Tiruvannamalai, Arni, Cheyyar (Thiruvathipuram), Vandavasi representing urban sectors along with Polur selection grade Town Panchayat.

    In Tiruvannamalai District all schemes relating to the Rehabilitation of the Disabled was dealt by the District Social Welfare office up to March 1995. In order to give special attention to this important sector, a separate District Office for Rehabilitation of the Disabled was formed from April 1995. Disability Survey was conducted in May and June 2002. A total 29,165 Persons with Disability were identified. 200 volunteers from 10 NGO were mobilized for this 100% survey of the entire District. National Informatics Centre, Tiruvannamalai helped in computerizing the data. SPASTM also took active role in assisting the team of volunteer to collect data. Numbers of schemes were also implemented through this department.
    However, SPASTM felt that the longevity of the schemes will be strengthen through training on rural employability and entrepreneurship skills. The proposed project on Vocational Training for Differently-Abled Youth is focused to procure employment for livelihood and to protect the rights of the disabled.
    04. Objectives:

    04.1. General Objective:

    o To enable, educate and empower the physically challenged and thereby to promote “The Person with Disabilities ((Equal Opportunities, Protection of Rights and Full Participation) Act, 1995″.

    04.2. Specific Objectives:

    o To empower the physically challenged particularly the youth between 15 and 35 years of age to explore their inherent talents and use them as productive resource.
    o To produce skilled person among the differently-abled in Tiruvannamalai district at least 35 youth in a year.
    o To create employment opportunities for the differently-abled in rural and urban set up and also promote self employment opportunity.
    o To emphasis confidence among the differently-abled and motivate them to fight for their rights through formal and non-formal way of education and campaign etc.,

    05. Local Partners of the project:

    The Spastics Society of Tiruvannamalai is a grassroots organization, working particularly for the welfare of differently-abled in Tiruvannamalai District in Tamil Nadu and Chittoor District in Andhra Pradesh. SPASTM will function as local partner of the project.

    07. Extent of the Project:

    Vocational Training for Differently-Abled Youth will implement the following job oriented training course for the differently-abled youth and at the same time formal and non-formal education will also be conducted for the differently-abled children below 15 years of age.

    iii. The shops will be monitored by the self help groups and the profit will be shared among the production unit and sales unit as per the agreement made by them.
    iv. Initial amount paid by the project will be reimbursed and utilized for continuous training.

    o The proposed project requires at least 2000sqft of office premises and training hall. Two houses will be rented for the purpose.

    07.2. Number of participants: number of people effectively working on the project.

    o Each course 10 to 15 differently-abled youth gets training and after the training they will be given adequate orientation to get employment or start their own business.
    o One Instructor will be appointed for each course. Apart from that one intern will be assigned to help the instructor. These inters are identified from the trainees itself.
    o 2 field staff will be assigned to take care of the administration.
    o 1 Project Coordinator will be appointed to supervise and monitor the programme.
    o Executive Director the SPASTM take overall responsibility of the programme.

    07.4. Expected time: time to complete the entire project and plan intermediate time for every stage of the project.

    o Initially the project will be for the period of three years and the extension of the plan will be decided based on the evaluation.
    o The external funding will be required initially for the period of three years.
    o The project will plan to carry out the training by accumulating profits from the products.
    o The finished products will be marketed and the income will be saved and utilized to meet the concurrent expenditure to carryout the programme in the long run.
    o Apart from that necessary measures will be taken to continue the project in the long run.
    o The first 6 months will take to do all kinds of initial arrangements such as renting house, purchase of equipments, appointment of instructors, identification of beneficiaries and son on.
    o The training will start from the 7th month onwards. Depends on the course, the duration will be set as per the government norms for vocational training. The duration will range from one month to 6 months. Noodle making, phenol production training will be given in one month time and the Diploma and Certificate programmes need at least 6 months.
    o Marketing techniques will also be taught to the beneficiaries to make them aware of selling their produce, when they go for self-employment.
    o Job placement will be organized through various campus interviews and personal contact with different departments in Government and private concerns such as DRDA, DTP, Printing Press etc.,

    08. Expected Results:

    o 70% of the physically challenged youth avail multiple skills and start earning income.
    o Self confidence of physically challenged improved.
    o Regular income sustains their life independently and also helps their families.
    o Vocational training center possibly get the status of regular training center for physically challenged in the district and get affiliation with government.
    o 60% of the physically challenged economic status on the rise.
    o 90% of the physically challenged avail proper counseling and caring in the district.
    o Job opportunity for the disabled is increased and many of them find suitable place and start earning income.
    o Several trained differently abled youth get continuous support to tap government loan for self employment.
    o Cooperative business unit of the differently abled start function by availing government loan.
    o Good rapport between District Industries Centre, Kadhi Craft and differently abled business unit be strengthened.

    Conclusion:

    This project aim is to enable, educate and empower the physically challenged youth through proper vocational training and enable them to start their business independently. Give them courage to face a challenge before them in the society. Hopefully at least 60% of the physically challenged in the district get proper care through our intervention.

    This training/production unit will be self-reliant after 3 years. Based on the out come the possibility of installing other training centre in different district will be considered and necessary steps will be taken to get Community College accreditation for the vocational training centre. VT-DAY will bring future to several differently abled youth in the district.
