Community Action for Rural Development Society (CARDS) is a non-governmental, social service organisation formed by educated people of the deprived community. It is registered under societies Act,Reg.No.98/2003. Its development activities are centered around the downtrodden and oppressed people of backward villages in Gingee, Melmalaiyanur and Vallam Blocks of Villupuram District, Tamil Nadu.

VISION

An egalitarian just social order wherein the oppressed final equal opportunities for development to voice for their rights and act upon to achieve the same.

MISSION

Sensitising the most disadvantaged and oppressed communities to provide opportunities for development, building awareness to realise their rights and enabling them to strive for the same.

PROJECT LOCATION

CARDS’ development activities are centered around the backward villages of Gingee & Vallam Blocks of Villupuram District in Tamil Nadu.

PRINCIPLE OBJECTIVE

Empowerment of the deprived and disadvantaged people for self reliance through non-formal and continuing education.

STRATEGIES

• Awareness Building
• Initiating & Strengthening People’s Organisations
• Linking People with Support and Resource Systems
• Social Advocacy
• Networking

CHILD DEVELOPMENT

CARDS recognise that each child has an inherent right to life. And the society has the duty towards the development of the child’s personality, talents and mental, physical abilities to their fullest potential. CARDS takes up community based initiatives for ensuring these rights. The activities include campaign for immunisation, enrollment campaign, supplementary education, child labour elimination and special care for children with disabilities.

TECHNICAL EDUCATION FOR YOUTH

CARDS excels other institutions by giving efficient Technical Education for the school dropouts, poor and needy young boys and girls. It has well versed resource personnel to teach the interested candidates on servicing house-hold electrical items and also audio and video equipment.
Every year about 20 to 25 boys benefit from this and become experts. This training helps the youth for self-employment and channalize them from going astray. It is taking steps sincerely to increase the number of beneficiaries in the years to come.

WOMEN DEVELOPMENT

Women’s contribution for development form a major share but they have little resources to call their own. They are deprived and denied of their rights to life, development, protection and participation. CARDS is striving to get them organised into self help groups and provide a learning atmosphere so that they become aware of the root causes of deprivation and denial and take proactive role to secure their rights.

SMALL AND MARGINAL FARMERS ASSOCIATION

With small land holdings, the small and marginal farmers are faced with multitude of problems. The efforts to equip them with knowledge and skills on rotation of crops, multiple crops, water management and working out the feasibilities of cooperative farming are being taken up. Through non-formal & continuing education, they shall be trained to develop their management skills on regular and continuous basis.

CULTURAL PROGRAMME

CARDS have a sound cultural team comprising of 10 volunteers. The team goes to village to village for building awareness among the people on area-specific issues and problems through means of folk media. Depending on the issue prevailing in the project area, the cultural events are designed or updated. Water and sanitation, primary health care, importance of early childhood care and development, safe-motherhood, importance of education and prevention of disability are some of the areas being covered by the cultural team.

LINKING PEOPLE WITH SERVICES

Most of the rural people are non-literates and unaware of the welfare measures meant for them. CARDS as a facilitating body, strives to link the disadvantaged people with services. The Persons with Disabilities, are linked up with District Rehabilitation Services, the aged get the supportive pensions, the widows and parents of low-caste people are assisted to avail educational sponsorship for their children, the small and marginal farmers are linked up with the Block Development Office for availing agricultural implements and subsidies in procuring seeds, saplings, fertilizers and pesticides, the young people are oriented about the possibilities of going in for higher education or vocational education.

RESOURCES

CARDS profess the ideology that ‘people are the best resources for themselves’. In this context, it initiates the disadvantaged people to get organised and enables them to collectively strive for their development. CARDS identify and utilises the services of people who would work on voluntary basis. It also takes efforts to mobilise external support from individuals and organisations within and outside the country. So kindly send your recent Project guidelines, application to CARDS.

Thanking you for your kind action and fruitful cooperation in the further. I am looking forever to hearing from you soon. For further information and other details, please contact:

Microcredit: Why India is failing

in the K R Puram slum in Bangalore, India, a group of 15 women gather in a small, muggy living room. The electricity comes and goes, turning the fan and the single bare lightbulb on and off. Flies buzz around the room, and children run in and out.
The women have borrowed $330 and meet weekly to make repayments. The loans were meant to serve as capital for them to start small businesses and, eventually, lift themselves out of poverty. But the women say the loans haven’t turned into new income.
Sitting in a circle on the floor, some sound sad and others angry. One woman has started selling firewood, but others haven’t started businesses at all. Instead, they say, the money helped them pay for urgent expenses, such as their children’s school fees.
It’s a scene that’s repeated inside dark living rooms and on parched rooftops across India. Boosted by a government mandate to keep the startup funds flowing, lenders making these small, or microcredit, loans are dutifully throwing cash at shantytown borrowers.

1.	Name of organization:
SIDO (Social Innovative Development Organization)
2.	Goal of SIDO:
SIDO is a mission building a human community of Arunthathiyars, the untouchables of India. Its purpose and goal is to empower the Arunthathiyar for the eradication of untouchability and child labour that are commonly found in the target area. The goal of SIDO is to totally eradicate all human right violations. To achieve this goal SIDO is involved in mobilizing and organizing Arunthathiyars socially and politically through organizational programmes, awareness programmes, health programmes, and training programmes. Through street plays, folk art forms, audio-video aids, and cultural celebrations SIDO is continuously communicating with the target people in the process of annihilating all human right violation.

3.	Who are ARUNTHATHIYARS:
Arunthathiyars are Dalits, who are considered ‘untouchables’ in the caste-ridden Indian society. Pallar, Parayar and Arunthathiyar are the three major Dalit groups in the state of Tamil Nadu, India. Among them, Arunthathiyar group is considered to be the lowest. They are also identified with different names such as Sakkiliar, Mathari, Mathiga, Arunthathiyar and Pakadai in different places. The caste system forbade them from owning land and property for thousands of years. They are landless and are traditionally associated with the task of cleaning up the dead animals, scavenging the village, and work related to animal skin and leather. While such traditional work still continues in some villages, many have taken up jobs in the match making and fireworks industries in the target area. Many Arunthathiar children below 14 years are part of the unfortunate working force in these industries. Very poor living conditions, desperate search for a job with a decent wage, and constant harassment from moneylenders and landlords are part of day-to-day life of Arunthathiyars.

4.	Target Area:
The 22 villages of the rural Block of Vembakkottai, and Sivakasi in virudunagar district of Tamil Nadu, were the primary targets of SIDO. From 2005 onwards the area of operation was extended to the whole district to respond to the growing needs of this community. According to Census India 2007, the total population in Vembakkottai Panchayat Union is 86, 141 out of which 12,790 are Arunthathiyars. It includes 10,123 landless and 3,386 child labour Arunthathiyars. Only 26.4% of Arunthathiyars in Vembakkottai Block were literate and 83.3% of them were identified with severe malnutrition.

5.	Approach and Strategy:
To achieve its goals, the approach of SIDO is to bring together the Arunthathiyars of different villages and build a democratic organization for Arunthathiyars that will give them social, political and economic power and in which women must play equal roles. Studies in the target area revealed that such an organization could address the problems related to untouchability, child labour, and poor health. Arunthathiyars were found suppressed and dominated by the other Dalit groups. For this reason SIDO chose to work only for and with Arunthathiars. The members or the organization realize from their experience that education, health care, and technical training will increase Arunthathiars knowledge, economic standard and bargaining power; these in turn will improve their socio-economic relationship with their oppressors and landlords in the upper castes and reduce the chances for crimes in untouchability. Basing on this realization supporting formal education, training in technical skill and health for illiterate girls, providing health care and health education to the needy and socio-political mobilization has become the main strategy SIDO.
6. Formation of SIDO:
During the time of we found in many Arunthathiyars in Virudunagar district of Tamil Nadu in 2005 revealed that a high percentage of children among Arunthatiyars is school dropouts and forced labourers in match making and fireworks industries around Sivakasi, Vembakkottai in Virudunagar district.SIDO was initiative by a volunteer Arunthathiyar youth.Targett in 22 villages in Vembakkottai union and Sivakasi Union of virutunagar District ,this small Arunthathiyar youth team mobilized the Arunthathiyars mainly through evening study programmes for students, summer study camps and cultural celebrations, daily home visit, taking arunthathiyars basic issues, conducting awareness training programmes, giving carrier guidance for all Arunthathiyar youths. In 2006 SIDO was registered as a society under the state law.
7.	Present Activities;
•	Running evening Tuitions Centers in dalit Arunthathiyar Villages.
•	Forming Children’s parliament among the school going children.
•	Forming SHG groups both men and women.
•	Making AHRF information board in all Arunthathiyar villages.
•	Conducting cultural performance in all Arunthathiyar villages.
•	Forming youth cadar groups in village, union, taluk and district level action groups.
•	Taking issue based activities. Like caste discrimination, untouchability.

Tara Foundation
Rajju sah Lane, Ramna
Muzaffarpur-842002, Bihar, India
About Organisation:

Tara Foundation is a non government organization registered in 2003. It is both an organization and a movement. Organisation because its volunteers specializing in philanthropic work share a common vision and movement because it stands determined to make a real difference in the lives of the disadvantaged.
Our work is spread throughout India where we focus on issues that demand urgent attention and follow-up action, solutions, and significant results like in (i) Elimination of Child Labour (ii) Trafficking (iii) Women Empowerment (iv) Disaster (v) Disability (vi) Environment (viii) Human Rights and (ix) Hygiene and sanitation (x) Sutainable Agriculture.
Concerned that hundreds of thousands of needy children and women in India are unable to get any assistance from the Government or charitable organisations, we attempt to fill that void also, by creating awareness among the target groups and coordinating with governments and the society.
We struggle hard to ensure legal awareness among women for their empowerment and self-reliance through several means. At the same time, we pull all resources to rescue child labour and rehabilitate them, despite constraints and limitations.
This NGO was actually formed after a few activists realized that social changes could only be ushered through continued movement and development. They prioritized issues like human rights, women empowerment, elimination of child labour and disability to launch Tara Foundation with a vision to establish a peaceful and prosperous society through participatory mechanism.
Our other work areas focus on fighting poverty, unemployment, exploitation, illiteracy, agriculture, non-conventional energy and rural technology. We are also building opportunities for children in the field of education and generating employment. People from the marginalized and oppressed sections are given immediate attention by our volunteers. Simultaneously, we organize regular brain storming sessions for income generation for the underprivileged.
