THEME: National Conference on “Inclusion of Persons with Disabilities into the Process of Mainstream Development” With focus on challenges of multiple disabled

Date & Duration: 20th – 25th April, 2010 – Five Days

Place & Venue: Nellore, Andhra Pradesh (exact venue will be intimated later)

Brief About the Organisation hosting the Conference:

Pragathi Charities, Nellore is a non profit organization working in the field of Disability and Rehabilitation since 1995.  It has to its success established two special schools – one for Mentally Retarded and another for Hearing Impaired children.  It has successfully implemented Community Based Rehabilitation programme in two Mandals of Nellore District focusing on Early Identification and providing early intervention and rehabilitation to all children and youth and their families.  To its credit, its been running different Human Resource Development programmes viz. B.Ed in Special Education(MR),Diploma in CBR, B.Sc(ASLP) courses,etc. and published the popular “Disabled Village Children” by David Werner and  Cerebral Palsy management by WHO  books into Telugu Version.

As a venture into working for various other disabilities and Multiple disabilities, it has established a Comprehensive Rehabilitation Centre for serving 27 types of disabilities viz, 1.  Polio, 2. Contractures, 3. Cerebral Palsy, 4. Muscular Dystrophy, 5. Club Feet, Flat Feet, Bow Legs and Knock-Knees, 6. Common Birth Defects, 7. Children who stay small or Have Weak Bones, 8. Erb’s Palsy – Arm Paralysis from Birth Injury, 9. Painful Joints, 10. Juvenile Arthritis, 11. Rheumatic Fever, 12. Hip Problems, 13. Bone Infections – Osteomyelitis, 14. Spinal Curve and Other Back Deformities, 15. Tuberculosis of the Backbone – Pott’s Disease, 16. Spina Bifida, 17. Spinal Cord Injury, 18. Urine and Bowel Management With Spinal Cord Injury and Spina Bifida, 19. Leprosy – Hansen’s Disease, 20. Amputations, 21. Burns and Burn Deformities, 22. Fits – Epilepsy, 23. Blindness and Difficulty Seeing, 24. Deafness and Communication, 25. Mental Retardation – Down Syndrome, Cretinism and Other Causes, 26. The Child with Several Severe Disabilities, 27. Pressure Sores, including Eye Bank and Eye Transplantation, Blood Bank Unit, Kidney Dialysis centre, Plastic surgery/Cosmetic surgery for Burn injured persons.  This Project will be the first of its nature in whole of Andhra Pradesh.

The main aim of this innovative project is that every disabled should get all the benefits viz, Health, Education, Employment and Self Employment opportunities.

About the Conference:

Persons with disabilities (PWD) including older persons with physical & Psychological problems constitute 10% of the population of India. WHO estimated 10% as PWD with severe & several challenges.

All over the world more so in our country awareness and rehabilitation measures have improved in the last one decade. But the fact remains that challenges of PWD as well as solutions are not institutationalised in the mainstream development process.

21st Century is marked by scientific advancement, technological revolution; economic empowerment & rights based campaigns of PWD including women, youth, senior citizens and the population at large. It is also a century of focus on global warming, climate change & charities.

While there were several developments in IT & IT enabled services, education employment, empowerment & economic development and the other challenges of differently abled continue to be ignored and neglected by developmental administrators and civil society as a whole.

Government & Civil Society deal the issues in charity mode and not on empowerment plank.

The very purpose of the conference is to analyze the status of differently abled as of now and come up with Nellore declaration with long term development solutions, as very purposeful and meaningful resolutions.

KEY ISSUES FOR DELIBERATIONS:

  • Are the 3 percentage reservation enshrined in the 1995 PWD Act still applicable in the context of increase in the no & problems or differently abled or not.
  • How to bring in reforms and restructuring of Governance issues of rehabilitation of differently abled.
  • How to promote multisectoral coordination & convergence to address the challenges of differently abled.
  • How to find solutions for the challenges of differently abled more so multiple disabled.

  • How to institutionalise the mechanisms of 3% ear marked funds.
  • How to provide access & barrier free environment to differently abled.
  • How to train & Create man power for reaching all the needy.
  • How to mainstream the issues in various GOI missions & development administration.
  • How to address the issues of rights of differently abled & provide access to all.
  • How to find ways & Means of inclusive society where differently abled are part & Parcel of larger harmonious, progressive & prosperous society at State, National, International level and how to evaluate the issue.
  • To promotion of Education among the disabled children as well as Adults is also one of the features.
  • Promotion of Research, University Education is also one of the features which will be discussed in this conference.
  • In occurrence of the accidents and in their workspots, unhappening things which are causing disabilities that lead to exploits by the employers/owners and making them Disabled Child Labourers.  This is a major thrust area which will be highlighted during the Conference.

Schedule Plan of the Conference:The Conference is planned with introductory & conclusive sessions, open forum, cultural programmes, Exhibition stalls by various NGOs, NIs and Govt. departments and 6 sessions on different themes during the five days.

Political executive –Bureaucrats –Experts on Disabilities Rehabilitations –NGO’s –Activists –SHG representatives – Media Persons, Religious Heads – Corporate Associations – Professionals from National Institutes – Officers from National/state level Corporations –Corporate officials — Persons with Disabilities will be part of the workshop either as speakers or as participants.

It is also planned to invite honourable Chief Minister of Andhra Pradesh and a few ministers as VVIP’s for the conference in inaugural & closing functions.

Corporate companies Funding Agencies, Banks, developmental organizations and a few professionals and officials at various levels will be given their due place.

Ultimately by Nellore declaration as an outcome is aimed at long term & Sustainable reforms restructuring and reorientations of the developmental approaches for empowerment of differently abled.

Mid-level officers/Managers/Professionals/NGO functionaries: Rs.400/-

Students: Rs.250/-

Scholarship for the delegates:

Limited number of Scholarships for the delegates are available for participating in the conference. The Registration form filled alongwith a request letter for considering Scholarship has to reach this office either by post/e-mail/fax by 28th March, 2010 positively.

Abstract /Paper Presentations:

Please make your Abstract in One page size and send on or before March 30, 2010 and the Final full  Paper presentation has to be received latest by 10th April, 2010 Positively. Delayed papers received after this date will be summarily rejected.

How to Reach for the Seminar Venue:

Nellore Town is well connected by Rail, Road and Air:

By Rail: From North, East, West Zones,all the trains going towards Chennai via Vijayawada halts at Nellore Rly.Station and from South all trains going via Chennai towards Howrah halts at Nellore Rly.station. It is about 175 km from Chennai and takes 3 hrs journery.

By Road : Nellore is well connected by State Road Transport Corporation Buses and also neighbouring Interstate Buses. It is about 120 km from Chennai and takes 21/2 hrs journey.

By Air : Chennai/Tirupathi Airport which are 3 hrs journey drive to Nellore are the nearest Airports.
